HB 3046 allows Texas motor vehicle owners to display only a rear license plate instead of both front and rear plates, provided they pay an annual $50 fee to the Texas Department of Motor Vehicles. Vehicles opting for this arrangement must display a distinctive windshield insignia to indicate compliance. The revenue generated from this fee will be deposited into the state highway fund​.
