HB 3059 creates a state-administered paid parental leave program under the Texas Workforce Commission. It provides 40 days of paid leave for childbirth and 20 days for adoption, foster care placement, or surrogacy. Employers with 50 or more employees must participate, while smaller employers may opt in voluntarily. The program is funded through employer contributions.
