HB 3061 increases criminal penalties for offenses committed while wearing a mask or disguise to conceal one’s identity. It enhances the punishment for crimes such as assault, burglary, robbery, rioting, and disorderly conduct, moving the offense to the next higher category unless the defendant proves the mask was worn for a celebratory event, such as Halloween or a masquerade.
