HB 3128 amends the Government Code to exempt certain retirees of the Teacher Retirement System of Texas from employer-paid contributions if they resume employment in a school district facing a teacher shortage, as determined by the Texas Education Agency. This change applies to retirees regardless of when they left employment and is set to take effect starting with the 2025-2026 school year​.
