HB 3164 modifies runoff election procedures, extending the deadline for candidates to withdraw from three days to five days after the state canvass. If a top vote-getter withdraws before this deadline, the third-place finisher in the primary election will be added to the runoff ballot. If a candidate withdraws after the deadline, the remaining candidate automatically wins, and the runoff election is canceled. These changes apply to elections ordered on or after September 1, 2025.
