HB 3189 increases the criminal penalty for human trafficking committed on or near certain locations, including schools, school bus stops, institutions of higher education, juvenile detention centers, homeless shelters, residential treatment facilities, and child-care centers. If the trafficking offense occurs within 1,000 feet of these locations or in a school bus or transportation vehicle, the offender will face a minimum sentence of 25 years to life imprisonment, rather than the standard penalty. The bill applies only to offenses committed on or after September 1, 2025​.
