HB 3246 establishes a resilience training program for first responders and active duty military personnel. The program will be jointly developed and implemented by the Texas Health and Human Services Commission (HHSC), the Department of Public Safety (DPS), and the Texas Military Department. Its goal is to assist first responders and military personnel in transitioning from service to daily life, focusing on cognitive health and resilience training. The program must be available both in person and electronically on the HHSC’s website. The agencies responsible must implement the program as soon as practicable after the bill's effective date.
