Digest
HB 329 amends the Texas Tax Code to require appraisal review boards to rely on certified appraisals submitted by property owners in determining property tax protests for residential properties. If a property owner submits a certified appraisal supporting a different value, completed no more than 180 days before the protest hearing and filed with the appraisal review board and chief appraiser at least 14 days prior to the hearing, the board must decide in favor of the property owner and adjust the property’s appraised or market value accordingly. The bill also introduces penalties for appraisers who submit fraudulent appraisals with contingency interests in the hearing outcome.
