HB 3293 mandates that electric utilities provide public school districts and other local government entities in certain border counties with the same discounted electricity rates that institutions of higher education currently receive. This requirement applies only to facilities located in counties on the international border that contain a municipality with a population of 500,000 or more. The bill also prevents utilities from shifting the costs of these discounts to residential customers or other customer classes. If a discount would reduce a utility’s total annual revenues by more than 1%, the utility is exempt from providing the discount. Utilities must file tariffs reflecting the new discount with the Public Utility Commission. These provisions apply to contracts entered into on or after September 1, 2025.
