HB 341 directs the Texas Department of Transportation (TxDOT) to conduct a study, in collaboration with the Texas A&M Transportation Institute, on traffic collisions involving bicycles, electric bicycles, and motor-assisted scooters. The study will examine demographic, geographic, temporal, and causative data on collisions, and assess whether bicycle lanes help reduce the collision rate. A report summarizing findings, recommendations on roadway design, and potential improvements to collision report data will be submitted to the legislature by January 1, 2027.
