HB 3417 enhances the confidentiality of administrative subpoenas issued in investigations related to Internet-based sexual exploitation of minors. It allows prosecutors or officers of Internet Crimes Against Children (ICAC) task forces to include provisions in subpoenas that prohibit electronic service providers from disclosing their issuance, contents, or responses to ensure the integrity of investigations​.
