HB 3461 updates the rules governing memorial highway markers for motorcyclists who die in traffic collisions. The bill requires that memorial signs include motorcyclist safety messages instead of a red cross, as currently used. It also establishes a 10-year limit on the Texas Department of Transportation’s obligation to repair or replace highway memorial markers, unless private funding is provided​.
