HB 3485 enhances the availability and use of automated external defibrillators (AEDs) in public and private schools. The bill requires each school campus to have enough AEDs to ensure emergency response within three minutes of a cardiac arrest event. AEDs must also be available during University Interscholastic League (UIL) athletic competitions. School staff and students serving as athletic trainers must receive certification in AED use from a nationally recognized organization. Schools must implement a Cardiac Emergency Response Plan, including emergency protocols, annual training, and drills. The Texas Education Agency will prioritize grant funding for schools with 50% or more educationally disadvantaged students to implement these requirements.
