HB 3587 mandates firearm safety instruction for students in grades 6 through 12 in public schools and certain private schools that receive state funding. The instruction must be based on a firearm accident prevention program that has been in operation for at least 30 years and should be designed to help parents, law enforcement, community groups, and educators teach firearm safety in an age-appropriate manner. The curriculum will be developed by a task force including educators, law enforcement officials, psychologists, and firearm safety experts. The instruction must provide simple, easy-to-remember steps for students to follow if they encounter a firearm but cannot include training on firearm operation, qualifications for carrying a firearm, or hunting. It also prohibits the use of operational firearms in the instruction. The course must be taught by certified instructors from recognized firearm associations, a civilian marksmanship program, private firearm training institutions, or active or retired law enforcement officers. Parents or guardians can opt their children out of the instruction through a written request, and schools must notify parents at least two weeks in advance. Schools may accept donations for equipment or services to support the program, excluding operational firearms. The bill applies beginning with the 2025-2026 school year
