HB 3647 restricts appeals of governmental entities’ plea-to-the-jurisdiction rulings in certain cases. It prevents governmental units from appealing orders denying their jurisdictional pleas in lawsuits involving mandamus actions or claims that officials exceeded their legal authority (ultra vires claims). Additionally, if a governmental entity loses an appeal, it must pay the opposing party’s attorney’s fees.
