Digest
HB 3649 expands the list of peace officers eligible for state employee benefits, compensation, and hazardous duty pay. It amends the Government Code to include additional law enforcement personnel under the definition of "state employee" for the purpose of receiving hazardous duty pay and injury leave benefits. Specifically, it adds commissioned peace officers employed by the Texas Commission on Law Enforcement (TCOLE) and the comptroller’s law enforcement unit to the list of personnel eligible for these benefits. Additionally, the bill requires the State Auditor’s Office to classify commissioned peace officers employed by TCOLE under Schedule C of the state employee classification plan, which governs salary structures for law enforcement positions. This classification takes effect beginning in the 2025-2027 state fiscal biennium. The bill also amends provisions related to on-duty injury leave for peace officers covered by this change, ensuring that new eligibility rules apply only to injuries occurring on or after September 1, 2025.
