HB 3651 allows public high schools to offer an elective course on automobile maintenance for students in grades 9 through 12. The course would count as an elective credit and must cover topics such as checking and refilling engine oil, coolant, brake fluid, transmission fluid, and power steering fluid; checking tire pressure and tread depth; changing and rotating tires; repairing a flat tire; battery maintenance and jumpstarting procedures; replacing fuses, engine air filters, and cabin air filters; understanding common dashboard warning lights; and safe working practices in an automotive environment, including proper tool usage and safe disposal of hazardous materials. This law applies beginning with the 2025-2026 school year.
