HB 3725 reforms solitary confinement policies in Texas prisons by prohibiting the indefinite use of solitary confinement for Security Threat Group members. It mandates a behavior-based classification system for solitary confinement placement and establishes a "step-down" program to transition inmates back into the general prison population. Additionally, it creates an alternative custody level, Restricted Custody General Population (RCGP), to provide secure housing without complete isolation.
