HB 373 amends the Local Government Code to authorize the commissioners court in counties that meet specific criteria to regulate recycling businesses in unincorporated areas. This bill applies only to counties with a municipality of 500,000 or more residents located on an international border. Regulations imposed by the county cannot conflict with state laws governing recycling businesses, such as those in Chapter 396 of the Transportation Code. The act is set to take effect immediately if passed with a two-thirds vote; otherwise, it becomes effective on September 1, 2025.
