HB 3759 expands Texas’ Safe Haven Law by allowing parents to surrender infants up to one year old to designated emergency providers, instead of the current 60-day limit. It also clarifies that a parent who voluntarily surrenders a child under this law is legally considered to have relinquished parental rights.
