HB 377 amends Section 43.0672 of the Texas Local Government Code to strengthen consent requirements for municipal annexation at the request of landowners. The bill specifies that municipal annexation must include a written agreement with the landowners regarding service provisions not earlier than 90 days before the annexation date. It prohibits agreements that waive the requirement for such negotiations and agreements. These changes apply only to annexations not finalized before September 1, 2025.
