HB 384 amends Section 46.06 of the Texas Penal Code to prohibit the transfer of semiautomatic rifles with calibers greater than .22 and capable of accepting detachable magazines to persons under 21 years of age. The bill creates a state jail felony for violations of this provision. Existing prohibitions on transferring firearms to intoxicated individuals, felons, or persons under protective orders remain unchanged. The bill also applies prospective enforcement to offenses committed after its effective date, September 1, 2025.
