HB 3858 requires that counties and municipalities obtain state approval before establishing temporary housing or emergency shelters for disaster victims. The bill directs the Governor's Office to implement an approval process, which includes a public safety assessment of the proposed location conducted by the Texas Department of Public Safety (DPS). The Governor must approve or deny the request based on whether the site is deemed sufficiently safe for disaster victims​.
