HB 3867 modifies voting procedures for individuals who move to a new county shortly before an election. It clarifies eligibility requirements for limited and statewide ballots, allowing voters who change counties but are still registered in their former county to vote in statewide races from their new residence. The bill also expands the ability to vote a statewide ballot at any polling location in Texas on Election Day or during early voting if the voter’s registration in their new county is not yet effective.
