HB 3870 provides a one-time 10% benefit increase to retirees under the Employees Retirement System of Texas (ERS), starting in 2026. It also establishes an annual cost-of-living adjustment (COLA) based on the Consumer Price Index for Urban Wage Earners (CPI-W), subject to actuarial soundness. Furthermore, it authorizes a one-time supplemental payment of up to $2,000 for eligible retirees in January 2026, provided that the legislature appropriates sufficient funds.
