HB 3889 amends the Occupations Code to clarify that a physician cannot delegate the prescribing or ordering of a controlled substance, dangerous drug, or device to an advanced practice registered nurse (APRN) or physician assistant unless explicitly authorized in a prescriptive authority agreement. Additionally, the prescribing authority is limited to patients with whom the delegating physician has an established physician-patient relationship.
