HB 3891 prohibits the Texas Health and Human Services Commission from requiring individuals diagnosed with Prader-Willi Syndrome to meet an intelligence quotient (IQ) criterion to be eligible for benefits under a Medicaid waiver program. If a waiver or authorization from a federal agency is necessary to implement this provision, the responsible agency must request it before proceeding.
