HB 3897 modifies the process for disannexing emergency services district (ESD) territory when a municipality annexes the land. The bill requires municipalities to demonstrate their ability to provide equal or better emergency services before an ESD board can approve disannexation. If the board does not respond within 30 days of receiving notice from the municipality, the disannexation is automatically approved.
