HB 3932 creates a new criminal offense prohibiting federal officers, agents, or employees from conducting no-knock entries, nighttime arrests or searches, or other law enforcement actions in Texas without first obtaining the county sheriff's consent. State and local officials assisting in these activities would also be subject to penalties. The bill classifies violations as a Class A misdemeanor​.
