HB 3934 strengthens restrictions on state and local cooperation with federal firearm regulations not mirrored in Texas law. It prohibits state agencies, local governments, and law enforcement officers from assisting in the enforcement of federal laws or policies related to gun registries, mandatory licenses, background checks for private gun sales, firearm confiscation programs, or taxes on firearms and ammunition. Additionally, it creates a civil liability mechanism allowing citizens to sue government entities or officials who enforce federal gun restrictions, with statutory damages of $50,000 per occurrence​.
