HB 3938 establishes a public education scholarship program that allows parents to use a portion of their property tax payments to fund private school tuition or other educational expenses. Eligible children include those enrolled in a public school the previous year or entering prekindergarten, kindergarten, or first grade for the first time in 2025. The scholarship amount is based on either the property taxes paid for the child's primary residence or the basic allotment per student, whichever is lower. Parents must provide proof of private school enrollment to the county tax office each year to receive a refund of property taxes for educational expenses​.
