HB 3956 creates a Parent-Directed Supplemental Services Program that provides grants of at least $1,000 to parents of public school students for educational materials, tutoring, online courses, or other enrichment services. The program prioritizes students eligible for compensatory education funding and allows unused funds to be applied toward college tuition after graduation. The Texas Education Agency will administer the program through regional education service centers​.
