HB 3972 mandates that Texas public schools include fetal development instruction as part of the health curriculum for students in grades six through eight. The curriculum must present the concept that life begins at fertilization and include specific video content such as LiveAction’s Meet Baby Olivia, A Glimpse Inside by the St. John Paul II Life Center, and The Miracle of Life by NOVA (PBS). The requirement applies to the 2025-2026 school year and beyond​.
