HB 3991 strengthens reporting requirements for misconduct by public school employees. The bill expands the list of offenses requiring notification to the State Board for Educator Certification (SBEC) and adds criminal offenses, inappropriate relationships with students, drug-related offenses, and financial misconduct to the registry of persons ineligible for public school employment. The bill also establishes immediate public record placement of alleged misconduct if it poses a risk to students​.
