HB 4016 prohibits the use of electric resistance heating as the primary heat source in residential buildings with a dwelling area greater than 500 square feet. The bill applies to new construction, remodeling, alterations, enlargements, or repairs beginning under agreements made on or after January 1, 2026. However, the restriction does not apply to dwellings that use chilled water for cooling. Municipalities must establish rules to implement this regulation by December 1, 2025.
