HB 4023 exempts certain reserve peace officers from regulations governing private security personnel when performing guard, patrol, or similar duties for a person, state agency, or political subdivision. The exemption applies if the officer is compensated directly by the entity they are working for, and the chief administrator of the agency granting reserve status approves the employment. This exemption is limited to counties with populations between 250,000 and 650,000 located on an international border.
