HB 410 adds Section 92.027 to the Property Code to regulate pet deposits or fees that landlords may collect from tenants. Under this bill, if a lease allows a tenant to have a pet, the landlord may collect either a one-time refundable pet deposit or a monthly pet fee not exceeding $20, but not both. This restriction applies only to leases entered into or renewed on or after the bill’s effective date, September 1, 2025. Existing leases remain subject to prior laws.
