HB 4113 directs the Texas Workforce Commission to provide a higher rating under the Texas Rising Star Program for child-care providers that install crash-rated bollards or similar safety barriers around areas where children and staff frequently gather, such as playgrounds and facility entrances. The commission is required to adopt rules to implement this provision.
