HB 420 amends Subchapter C, Chapter 49 of the Water Code by adding Section 49.0621, establishing meeting place requirements for the boards of directors of certain water districts. The bill applies to districts located wholly or partially in counties that include portions of the Cedar Creek Reservoir and border counties with populations of 2.6 million or more. Under the legislation, these water district boards must hold quarterly meetings at designated locations either within the district or within 10 miles of its boundary. Telephone or video conferencing is permitted for most quarterly meetings, provided it complies with Chapter 551 of the Government Code, but meetings to discuss the district's tax rate must be conducted in person. The law takes effect on September 1, 2025.
