Digest
HB 428 amends Sections 843.209 and 1301.162 of the Insurance Code to establish new requirements for identification cards issued by health maintenance organizations (HMOs) and preferred provider organizations (PPOs). The bill mandates that HMO identification cards display the acronym "HMO" and include either the date the enrollee's coverage began or a toll-free number providers can call for this information. PPO identification cards must display the acronym "PPO" along with the same enrolment information. These changes aim to clarify the type of health coverage provided, particularly regarding in-network and out-of-network services and fee discounts. The requirements apply to identification cards issued on or after January 1, 2026, with the law taking effect on September 1, 2025.
