HB 4283 establishes penalties for municipalities that enact laws violating state law or the Texas Constitution. It authorizes the Texas Attorney General to investigate city ordinances and issue a compliance order requiring repeal of the unlawful measure. If the municipality does not comply within 30 days, it faces a $3,000 per day fine and may have state funds withheld by the Texas Comptroller. Additionally, the municipality would be prohibited from issuing bonds or annexing land until the violation is resolved​.
