HB 4304 modifies existing law concerning the licensing and hiring of law enforcement personnel by allowing nonimmigrant individuals from freely associated states, as defined under federal law, to obtain licenses and be employed by Texas law enforcement agencies. It also stipulates that these individuals cannot be appointed to supervisory positions until they obtain U.S. citizenship​.
