HB 4318 prohibits criminal liability for individuals who refuse to affirm, accommodate, or approve another person's homosexual, transgender, or gender-nonconforming identity, or decision to obtain an abortion. The bill amends Section 22.04 of the Penal Code to clarify that such refusals cannot be the basis for criminal prosecution​.
