Digest
HB 433 establishes the Higher Education and Corrections Council to enhance and coordinate educational opportunities for incarcerated individuals. The 11-member council includes representatives from the Texas Higher Education Coordinating Board, the Texas Department of Criminal Justice, institutions of higher education, nonprofit organizations, the workforce commission, and a formerly incarcerated individual who participated in educational programs while incarcerated. The council's responsibilities include developing evidence-based recommendations, facilitating access to higher education programs, aligning offerings with workforce needs, and leveraging innovative course delivery methods. Additionally, it will analyze data on enrollment, completion, financial aid, and post-release outcomes such as employment and recidivism. The council must submit biennial reports to the legislature with its findings and recommendations. The act takes effect immediately with a two-thirds majority vote; otherwise, it becomes effective on September 1, 2025.
