Digest
HB 434 establishes a reimbursement program to assist certain Supplemental Nutrition Assistance Program (SNAP) recipients with food delivery service fees. The program targets individuals aged 65 or older and those with disabilities as defined under the Americans with Disabilities Act. The Texas Health and Human Services Commission (HHSC) is responsible for implementing the program, including creating application procedures and reimbursement methods. Reimbursements are limited to delivery fees for eligible food items, ensuring SNAP benefits are not used to cover these fees. The HHSC will set reimbursement caps, determine the number of allowable reimbursements, and exclude fees related to ineligible items. If federal waivers or authorizations are required, the HHSC is authorized to seek them. The act takes effect on September 1, 2025.
