HB 4383 modifies the administration of student assessment instruments in Texas public schools. It requires school districts to administer standardized tests in paper format for third and fourth graders and allows for additional students to take assessments in paper format upon request by a parent, guardian, or teacher. However, districts can impose a cap on the number of students opting for paper tests, except for students with disabilities. The bill also requires the Texas Education Agency to develop a form that informs parents of assessment accommodations available for students with disabilities and mandates school districts to provide this information to parents.
