HB 44, titled the "Life of the Mother Act," clarifies exceptions to Texas’s abortion laws when a physician determines that continuing a pregnancy poses a life-threatening risk to the mother. It permits abortions under such circumstances if the physician exercises reasonable medical judgment and prioritizes the unborn child's survival unless doing so would increase the mother’s risk of death or serious impairment. The bill also includes provisions on treating ectopic pregnancies and miscarriages and amends legal definitions of medical emergencies related to pregnancy.
