HB 441 proposes an amendment to Section 48.052(a) of the Education Code to increase the sparsity adjustment under the Foundation School Program. The bill raises the student threshold for sparsity adjustments, allowing school districts with fewer than 350 students in average daily attendance (ADA) to receive a basic allotment calculated on the basis of 350 students if they offer a kindergarten through grade 12 program. Previously, this threshold applied to districts with fewer than 130 students. Similar adjustments are provided for districts offering kindergarten through grade 8 and kindergarten through grade 6 programs, with proportional increases in the ADA basis. These adjustments apply to districts meeting specific minimum attendance or distance criteria. The act is scheduled to take effect on September 1, 2025.
