HB 4427 limits the amount of legal expenses that electric utilities and water and sewer utilities can recover in rate proceedings. The bill prevents regulatory authorities from allowing utilities to recover legal expenses exceeding the greater of $50,000 or 50% of their total legal costs for participating in rate cases. It also explicitly prohibits including legal expenses deemed unreasonable, unnecessary, or not in the public interest in ratemaking considerations​.
