HB 4430 mandates an annual study of motor vehicle collisions in Texas. The Texas Department of Transportation must identify the 50 areas with the highest frequency of collisions and develop a plan to reduce accidents in each area. A report must be submitted to the governor, lieutenant governor, and legislature each year​.
